In round 3 with the game Pylant-Hilliard, Hilliard claimed a win on time, but he did not stop his clock and claim it properly.

Pylant was the TD and was trying to be fair.  The rules that apply to this are on page 32 of The Official Rules of Chess.

Rule 13C5 and Rule 13C6 and Claimant's clock are the rules in question.  Rule 16T on page 69 is also involved with this ruling.
